Will it be better to get them to US on B2/B1 and then apply? 3. Will it be better to apply for Brother or should we have parents sponsor him once they get GC, keeping in mind that he will be on F1 from September doing Under-Grad? 4. They should not enter the US on a visitor visa with preconceived intent to file Adjustment of Status (I-485) during that stay 3. You can do both. If your brother is unmarried, and remains unmarried until he gets his green card, the parent petitioning him will be faster under current wait times. But if you don't mind paying a little extra cost, you can petition him also, as a backup, in case something unfortunate happens with the petitioning parent, or your brother marries, or something unexpected changes with the immigration laws.
