No. The approved I-140 doesn't change the time limit you are legal while an H1 extension is pending.

Why not converting the H1 to Premium Processing?

Otherwise, once the 240 days are reached, you'd have to go abroad, and wait for the approval from there.

They are blaming it on H4 EAD processing and too many other applications coming their way

Guess, they have found a way to mint more money this way

I agree with your point here. Earlier normal processing time frame was 2-3 months and deadline of 240 days made sense as it gives you time even in case of an RFE. They should either allow to stay beyond 240 as its a delay from their end or extend 240 days to accommodate with current processing time frame.

Well, they got slapped hard the last time they intentionally delayed application processing. All it takes is somebody to sue them.
