adshah84
I-140 is not a visa. You can not enter to USA on the basis of I-140. Link to comment

JoeF
Depending on your country of birth, it can take several years before you can get a Greencard. The Priority Date (PD) has to be current. Check the monthly Visa Bulletin for the PD based on your country of birth. If the PD is years out, filing the I-140 in Premium processing doesn't make any sense. Since you are abroad, once the PD is current, you would have to go for COnsular Processing to get an immigrant visa, which you then use to travel to the US. Link to comment
vgowri
I think it depends on - on what basis you are planning to enter US? You did not say whether your employer is processing your green card in EB1/2/3. Also do you currently hold any visa? If nothing else, you need to wait for a visa based on priority date.
