Respond to RFE or file new H1b transfer

Hello,

 

On 23^rd June my H1b transfer was field to Employee A for Project A. 

2^nd Feb I got RFE

15^th Feb I changed the project A to Project B still with Employee A [still I am having all the documents they asked to respond RFE]

 

Now we have to respond to RFE and also file Amendment.

 

So now my question is can we file a fresh H1b transfer to new project B in premium and once we got approval we withdraw previous application for Project A? 

 

Or Can I do both simultaneously? Like file Amendment in Premium and side by side responding to RFE as well?
