I applied H 1 this year second time and my application is not picked. I am again going to college and in F1 status. But I don't have visa to go to India if I want to for some days. Can you please suggest me how I can get visa to go to India for a while.

By applying for F1 visa at the US consulate like you did earlier. By simply going to some college you will gain nothing, moreover its waste of money.
