Change of Status from F1 to H4

I am currently pursuing my PhD on F1. I have a problem with my project so i applied for change of status to H4 on Aug 15th and received the confirmation from USCIS on August 20th. Can i stop taking classes in the program if my case is pending. I asked at my international office they said i need to maintain the status for future if my H4 gets denied. However i need to pay lot of tuition which i do not have. Is it OK to discontinue the program. My international office said that the SEVIS will close automatically if do not enroll classes 30 days after school starts. Is it OK if that happens because i applied for COS already.

You can stop attending classes while awaiting COS to H4. Are you sure you are making the right decision vis a vis the PhD specially if the institution has some repute?
