120 day rule for F1

My program begins in mid August. When can I apply for an F1 visa? ATLEAST 120 days prior to the start date(anytime before mid April)  or ONLY WITHIN 120 days (i.e after mid April) ?

You can, but you cannot enter 90 days before(I am not sure about this number).

More like 30 days before the program starts.

The correct number is 30 days before the first day of the semester (start of classes) for your admission.

When can we apply for F1 visa with US embassy? Do we have to follow 120 day rule or we can apply as soon as I20 comes.

My course will start in mid september and I will get my I20 by april end. Please advice.
