I have my H1-B VISA Expiration date as SEP2014. My Orginal I-94(I guess it is I-197) Expiry date is Oct'2014 when I entered US for first time. But last time when I went for a vacation and came back to US at march 2013, in port of Entry my admit until date(I-94) is sealed by officer as 01FEB2014. That time my passport expiry date was 01FEB2014, so i thought that might be reason he is giving the I-94 as 01FEB2014.

Now I have got my new Passport and I travelled out of country for a vacation. Right now I am in India, So If i have to travel back to US, Do I still need to be in before 01FEB2014 or can I come after that as I have my actual VISA Expiration date as SEP2014 and I have new passport.

You can travel anytime (i.e. before Sep 2014) back to US with your current valid H1B visa. Carry your old and new passports with you.
