I am currently in USA.I need to apply for a amendment for a role change in the same project.

I also need to apply H4 for my husband who is in India.

Can these two applications be submitted at the same time?

Or I need to submit the H4 application first and once it gets approved then I should apply for my amendment?

H1B amendment has to be done by your employer's attorney. 

Since your husband is in India he has to fill DS160 and attend visa interview at US consulate for a H4 visa to enter US.

First you get the Amended H1 petition and then he would file.
