H1B approval and COS denied

If H1B got approved and COS denied due to travel outside of country, can we re-apply for new change of status to avoid stamping?.

 

If that is the case what is the probability to get approval for change of status from H4 to H1B?. please suggest me ?.

Will your employer do it? That is the question. He will ask you to go and get the visa and return if he is kosher. If he wants to do that with PP it may be a good idea.

Yes, your employer has to reapply. He has to file again a cap exempt petition and H1B fees. Will your employer be willing to do this?
