Can I apply for h4 extension when my wife is out of the country

My wife h4 expires on sept 30.She had to travel to india and her extension is yet to be applied .what are the options.

 

1) Can I apply for extension when she is out of the country.

2) or once I get my h1 b approved ,can she just attend visa interview and re enter?.

Option 2 -   would she have any questions during interview if she plans to come back after few months .any issues on that.Or she is good since she is out of the country before i94 expired and maintained legal status.

There will not be any issue as her H4 visa approval is based on your H1B status in US.
