Can I return to US on H4 while F1 is in Administrative processing?

I went to US on H4 in 2012. I got admission to a university with full funding for fall 2013. I came to India for getting F-1 visa but was handed 221(g) green slip. I want to return to US to be with my husband whether I get F-1 or not.

 

Is my H4 still valid? Can I use it to return to US if I do not get an approval for F-1 visa before the semester begins?

I believe you have to withdraw your F1 application before you could travel to US on H4. Wait for senior members to give their inputs.
