CIR question

I been in USA since Jan 2000 on F1, OPT, F1, and H1, but not continuously. I took vacations in 2003, 2005, and 2012 with total of 11 months. I have BS & MBA and 5 years of experience in USA.

 

This is under section 2302 in the bill. Will the highlighted part help me if the bill is passed?

 

(3) LONG-TERM ALIEN WORKERS AND OTHER

6 MERIT-BASED IMMIGRANTS.—An alien who— 

7 (A) is not admitted pursuant to subpara-

8 graph (W) of section 101(a)(15) of the Immi-

9 gration and Nationality Act (8 U.S.C. 

10 1101(a)(15)); and 

11 (B) has been lawfully present in the 

12 United States for not less than 10 years; and

Any bill you refer to has effectively been killed by the House majority leadership. I would not expect any changes or laws for quite some time. Redistricting has been the bane of the nation.
