H1B revoke, VISA cancelled, I-140‏ approved

Here I am in a situation
My H1b is revoked and I am not aware of it, So at POE/CBP cancelled my VISA based on (212 a 7 b i ii) .
 
INA: ACT 212 - GENERAL CLASSES OF ALIENS INELIGIBLE TO RECEIVE VISAS AND INELIGIBLE FOR ADMISSION; WAIVERS OF INADMISSIBILLITY
(a) Classes of Aliens Ineligible for Visas or Admission.-Except as otherwise provided in this Act, aliens who are inadmissible under the following paragraphs are ineligible to receive visas and ineligible to be admitted to the United States:
(7) Documentation requirements.-
(B) Nonimmigrants.-
(i) In general.-Any nonimmigrant who-
(II) is not in possession of a valid nonimmigrant visa or border crossing identification card at the time of application for admission, is inadmissible.
 
Also at POE, CBP stamped on passport last page with "WD Application for Admission Withdrawn"
 
Here are my few questions:
 
A) Can I apply for new H1b Transfer? Is there any time limit to get a new one?
B) Will there be any problem in getting VISA stamp in INDIA?
C) I have I-140 approval (EB2) notice with the same employer, which is still active. Any better or short-cut process to enter back into US with this approval?
