GC after break in H1B stay

Hi,

 

I have stayed in the US for almost 3 years from 2009 on H1B. I came back to India last year because of some personal issues. I am a PhD and was pursuing my post-doctoral studies in US. I also have a first author and a couple of 2nd author publication during my stay in the US. I would like to know, if I can have my GC processed from India. If yes, how ? If not, then when will I be able to apply for GC if I return to US on a H1B. Please advice.
