I am aware that that the dependent approval process(F2A) takes a while. Until that gets approved, would she be eligible to apply for b-2 visa and get it approved. Can she try her luck and apply for the Tourist visa soon? Immigration reform may still come to your rescue though I have no idea as to what is being proposed. Link to comment
