Can I transfer H1b while in India after 6 yrs??

Hello Experts,

Currently I am in India.

I have a H1B approved in year 2006(was in US for 4 weeks during Sept 2007). Later I went to US on L1B from same company in Sept 2008 to Apr 2011.

Now my question is can I transfer that h1b which was approved in 2006 to a new employer under quota exempt category?

You are eligible for 6 years in H1 status minus the time spent in H1 status and L1 status already.
