F1 and H4 filling happening at same time.

Hi,

As my H1B is expiring in June this year, my employer has started applying extension for me and my wife (H4) and told he will submit the application in 1st week February . And my wife, she is having I20 for Fall this year.

1. Can she apply Change of Status from H4 to F1, when her H4 extension is in 'In Progress'.

2. In either case which status will be active when one got approved first and another one got approved later?

Wait for H4 status and then file a COS. Even if she starts in H4 she can convert to F1. Or get the visa at the appropriate time.
