H1B expired, never travel to USA, can we renew it

can we renew H1B, with in 6 yrs from the petition date, if never been to USA on the H1B

Without using the existing CAP for H1B

If any employer provides offer letter.

just want to know is it possible

Any employer must first file and get a H1 petition non cap approved for you and then you must get a H1 visa and come over. The phrase "within 6 years of the petition date" has no meaning. A plain reading of the interpretation and guidance by USCIS suggests there is no time limit. Of course it would be difficult to find a sponsor after decades.

but he doesnt know the process
