Primary I-485 approved 3 backs; Dependent still not approved?

My I485 application was approved 3 years back but my spouse (dependent) I485 is still pending. My priority date is March 2003.

Is the dependent case counted against the quotas? If no, then why would the dependent case be held up?

your PD has to be current before your derivative's application can be approved. open SR if your PD is current.

The dependent needs to wait until the priority dates are current and it would be your current priority date based on Country and EB classification.
