H4 Status Issue

Hi,

Currently I am on L1-A visa and have approved H1 B visa that is valid from Oct 1st 2012. Last week my employer has sent the docuemtns to USCIS for my dependent (Daughter) documents to move her on H4 from Oct 1st 2012.

Here my question is, suppose if I don't move to H1B on Oct 1st 2012, then will my Daughter move on to H4 immediately (as her H4 documents were sent to USCIS already)?

Please let me know on the same.

Why and how would you not move to H1 status on that date?
