VISA processing - number do not match

Hi All

I know this might be silly ask but I am trying to understanding VISA processing -

As per Jan 15th 2011 pending employment document –

China has only 178 cases in 2003, and Mexico 1340, Philippiance 2200 Others 16523 in year 2005.

If they issue 2700 Visa to each country, Mexico, China even philippiance should have move to next year but that is not happened....

In addition, Out 40,000 EB 3 catetogry, if we allocate 12,000 number to these 4 countries other countries will have about 28,000 VISA’s and this should clear lot of cases for other countries.

So, what I am missing?? is I am doing wrong calculations??
