H1B Visa stamping rejected -> Got H4 -> In USA -> H1 again?

Hi,

I was working on H1B for last 7 years. I had I140 also approved but unfortunately this time during H1B stamping, it was denied. The following is mentioned in the letter given to me.

I129 petition for non immigrant worker filed on you behalf will be returned to USICS with a memorandum explaining the facts of your case as presented to us at the time of interview

Visa is refused under section 221g of INA.

I got H4. I am in US now.

1. Will I be able to get back onto H1B? (Employer is ready to do whatever possible, Client may also be fine, there is no vendor in between this position)

2. How long does this process usually take? Is premium processing an option here?

3. If I want, can I get H1 transfer to some other emlployer? Will that be faster and/or safer than going through old employer?

Please advise.
