I am Indian whether I can stap my first time H1b Visa from US Consulate in Brazil

My H1b Petition got approved very recently and it is effective from 1st October. Currently I am in L1 Visa and it is expiring on 24th August. I will be visiting my wife in Brazil . I am indian and would like to know whether I can stamp my first H1b Visa in US Consulate in Brazil. Please note that I have no degrees from US but My degree certificates are all validated by Indian Chamber of Commerce in order to get Brazilian Work permit 2 years ago.
