Wrong, USCIS requires to complete the processing within 15 days unless there is RFE. If they do not make decision within 15 days then they're required to refund Premium Processing fee but still need to consider application as PP. Link to comment

Still wrong. open USCIS.gov & in search box type "Premium fee" then search & click on first search result link and read first paragraph.
