Please advise

I work as an employee at a consulting firm (EC model) . My first project with them was in California and an LCA was obtained for the same. I moved on to a second project which is in Minnesota. My company is based in Indianapolis. When I ask my employer to provide an LCA , he says that the area falls under the same Metropolitan Statistical Area. I am not sure if I buy that. Am I already late in applying for an LCA? It has been 3 weeks since I started at the new location.

Also, is it safe to assume that my employer is correct and proceed to get my visa stamped in Canada?

Any advice is greatly appreciated.
