In-House project in the context of a consulting company is a code-word for "on bench." It would likely result in a denial.

Consulting companies generally don't have in-house projects.

For legitimate in-house projects, there would have to be a business plan, marketing material, etc. And such in-house projects cost quite a lot of money, since the development would have to be finished before the company can sell it. If a consulting company has that kind of money, they would likely have a good immigration lawyer as well...

So, bottom line, if the employer is a consulting company, forget it.
