COS from H1B to L2 is in process...is it OK to travel

I have applied for COS from H1B to L2 visa. Filed this application in 2nd week of October. The service center is still processing application from August 2011.

I have a travel coming up to visit India in end of March, my question is-

1. Is it OK to travel while the change of status process is pending?

2. Can I get L2 visa from India and get the stamp as well?

Yes if you apply for the L2 visa in India.
