During H1 amendment process.can we apply for H4 visa?

Hi,

Recently i moved from my employer internal project (my visa stamping done recently when I am in internal project) ,to external client location. And now my employer told me, they are going to file H1 amendment for me, Here i want to bring my wife here (as H4), But now my employer told me that(H4 visa process) you can do it only after my H1 amendment.

My amendment process not yet started (it will start next week).

please let me know can we (my wife) apply for H4 during H1 amendment process.
