Transfer from H1B to B2 in 60 day grace period

I got laid off on H1B and have only 30 days pending. I am planning to file I-539 for both my wife and myself. I have the below questions. Kindly help.

1. Is this a safe option to continue job search in US and later switch back to H1B? I get different opinions from people saying its quite risky to do that as employers will consider me as a risky candidate for interviews. Could you please clarify if this is quite safe to do or not?

2. Are companies willing to interview candidates who have I-539 pending?

3. Will USCIS approve these cases without any rejections? Is going back to India and continuing job search a better option?
