Petitioner filing I-864 for intending immigrant

Can a petitioner (21 years old student and unemployed) file I-864 for intending immigrant (parent, who is a household member living in the same residence as petitioner) where intending immigrant is earning enough income and supporting the family including petitioner? Does intending immigrant need to file I-864A as well for himself?

The petitioner must file an I-864. They can count the intending immigrant's income in their household income since the intending immigrant is living in the same residence as them. The intending immigrant does not need to file I-864A.
