Parents B2 visa rejected 10 times in the past with reason for rejection not specified. What precautions should be taken for another attempt after 4 years.

Thinking only son could be the issue for previous rejections. Now the reason for another attempt is for grand parents to see their newborn grand child. Is it okay to mention that as reason or should they just say to visit their son and us?
