Can F4 category sister that is waiting still apply for Visitor's Visa?

Have a sister that was applied for 6 years ago so it will still be quite some time before the priority date comes up.

Would she be eligible to apply for a Visitor's visa to come for a couple weeks?

She has property, family and a business in her country so she has ties to return.

She can certainly apply and feel free to tell them that she cannot wait for a lifetime for the privilege of visiting the USA and that she would rather do it now and decide whether it is worth the bother. Of course, the ties may help. The problem is the specific officer she goes to. That is not in her hands. Have her apply and let us know. Some Officers are more broad minded and then there are jobsworths whose sole job seems to be denial.
