We are planning to get married in the USA(she has a USA visitor visa). Can we apply for immigration(GC) as a married couple on making her primary as the waiting list for Russia is way smaller than Indian national candidates? On the other hand, if she was working here and staying here for some time, it would seem logical. Yes, If you get married, you can use the country of birth for her to expedite your I-140.
