H1B transfer

Hi All,

Am new to this forum, could someone help to clarify my doubts.

Visa background: my employer applied H1B visa in 2018 and I have received approval notice I-797B notice action in 04/30/19.

It's valid up to 12/31/19(it's expired now)

Due to internal issues with employer I didn't get stamped for the above mentioned notice.

3 month later employer filed new amendment which was got rejected.

Bottom line: I never used above mentioned approved visa and I didn't get stamped as well.

My Question:

1. If am moving to another company whether is the above mentioned visa is still valid i.e ( whether I can able to transfer it to new employee? If yes  can I directly file new application in non cap category with new employee)

Just to clarify- you did not go for stamping so you never had visa, you just had an approval notice. 

Unused petition is gone, Your future/current employer need to start new petition from zero. Make sure they know all of your past approval and rejections.
