I applied for H1 through my employer and got approval(but is inactive) in Feb'20 but as I traveled out of US while it was in process, COS got invalid. So on the document(I believe I-765), It was written that I will have to go to a consulate processing to get my H1 activated. Due to pandemic, consulates were closed and I couldn't get it activated. Now, I am about to change my employer. So My question is 1. Can I transfer that H1 to a new employer even though it is not active? If so how can I do it? 2. If I cant transfer: I have applied my H1 on my Masters quota. As I haven't gotten a chance to get it activated, Can I apply for a new H1 through a new employer on my Masters quota again ?
