Refused VISA

I had received below from the embassy on March 4th ,2020.  Can i apply again for B1/B2 visa ?

The theory is that you can apply again if your circumstances change, for example, if you are attending a conference. I would wait for a few months before trying again. You may end up getting a sympathetic Officer who may decide to help you out.
