can CAP exempt employer file under CAP

I am on F1 OPT started in JUNE 2020. I got a job at an Employer whose is CAP exemt , can the Employer file an H1 for me under CAP.

As I dont want to get a Non profit H1b as it has other problems such as transferring to a profit company.

OR

Should i just let go my first H1b chance and find an employer which is a profit company and try my luck out the second and third chance.

Any advice would be helpful.
