Can we apply SSN for 14year old if one had I140

Hi, 

If one had an approved I 140, spouse had an EAD, can we apply EAD for 14year old? Am looking to get the SSN for my child if at all I can get. (This is not for tax purpose, child already had ITIN). If child can get SSN, want to get SSN.

The child is on H4? No, there is no EAD for H4 child. They cannot get SSN without being authorized to work.
