H1B Transfer and RFE and change of employer

I have completed 6 years of H1B Visa and I140 approved. I was working with Employer A and my I94 and I797 is expired in Jun' 2019 . I changed the employer B before my  I 797 is expired and started working  with receipt, now I received RFE  with  Company B.  I  got another offer from company C, can I transfer my H1b to company C  now?

Yes , C  can apply for transfer and get it approved.
