The  client cannot provide a client letter at this moment for various reasons but can provide it in a few months. The vendor wants to transfer my H1B as their internal employee (SOW) . During this period, I would be at the client site and would receive knowledge transfer and vendor would carry out the location amendment with client letter once the client provides it. Does this sound legit? Please let me know if i can provide more information to clarify the case.

Is your vendor wil apply h1B after getting client letter? If thats the case you cannot be an employee of vendor with out H1B transfer application submitted. Your employer with whom you have active valid H1B will be your employer. Except them no one can run payroll.
