Still my H1b Ext is pending with USCIS in RFE but my amendment already approved till Sep 2020 with I 94 validity. Please let me know what are the option for my H4 , can they go Maxico/Canada/India for stamping based on amendment or we can file new I-539 again. can my H4 stay here an file an appeal or is there any way to get stamp?

Better to go out of country and get H-1 stamped based on your amendment approval.
