H1b 1st time stamping With 1st Master CPT in Canada

I Am planning to book Visa appointment  in Vancouver in july or Augsut 2019 

This is my 1st time stamping With 1st Master CPT ,I did only single masters 6 years back  

Is it safe to go canada for in current Situation 

please provide your inputs

I did not understand what is 1st Master CPT. First day CPT is always risky.
