H1 & H4 Approved simultaneously

My wife was on H4, where she applied for H1 on April 1st 2018 and H4 on May1st 2018, I see her H1 got approved on 12/22/2018
and H4 got approved on 12/30/2018, based on last notice of action she is on H4, Since there was a delay and old employer was not interested in applying COS, i wanted to check if she is eligible for H1 Transfer, since her H1 got approved end of December which happens to be a holiday period,
She never got a paycheck generated

Have her discuss specifics with a lawyer. It is possible her H1 is gone.
