Company told to revoke my H1B in 60 day period, but before that I applied for F2 in April 1st week. I got the receipt for F2 but COS approval is still pending. I have got a new job. SO my question is if I withdraw my F2 COS application, and apply for H1B since when my H1B will be effective – from my new job start date OR from day I applied for F1 COS (April)? If H1B will be effective from my new job start date then will I be considered out of status from April to new job start date as I have withdrawn F2 COS application? What are all possible risks in my case?

It will be like H1B transfer, not original H1B filing. Still do I need to wait for Approval or I can wait on receipt notice. and my original questions are still unanswered. Would you be able to guide on those please?
