DS 160 stamping question

I think this question was posted in the group earlier but that was a different scenario.

My scenario: I had my visa stamping in 2013 at Vancouver and going for stamping in Vancouver again next month. In this case - what should be my answer to the below question. YES or NO.

Are you applying in the same country or location where the visa above was issued, and is this country or location your place of principal of residence

Any help is highly appreciated.

Answer is NO if you are a citizen of any other country except Canada.
