Do I need to file a H1 amendment in this case

Hi Friends

I have a pending H1 Amendment petition, now I'm changing to a different client, but the new client is also in same MSA (San Francisco-Oakland-Hayward MSA). In this case do I have to file a amendment ? because as per USCIS we have to file amendment only when you change MSA right?
