Parents GC - Mother name incorrect on Birth Certificate

I am a US citizen of Indian origin applying for GC for my parents. My Birth certificate is missing an 'H' in my mother's name. I have two Indian passports, one issued in 93 and one in 2003 both of which have my parents' names correctly spelled on the last page. Can I submit my BC along with notarized copies of the passports to show that they are indeed my parents? It is a pain to get the name changed in my city. Can I additionally create an affidavit stating they are my parents? Any input appreciated.

Maybe too late for you. But nowadays they do allow DNA proof and that costs about 3-400 USD. Send whatever you have and then if necessary get the DNA test done. They will not notice the discrepancy in any case.
