H1B - H4 EAD related question

My wife is currently in the USA on H4 visa, her H1B application was selected in the lottery however we received a RFE. Employer that applied for my wife's H1B application has not responded to the RFE yet, can we apply for her H4-EAD at this point since I have an approved I140?

If yes then what happens if her H1B gets approved while she is working on H4-EAD for a different employer? Will she lose her working status?

You can apply for H-4 EAD. But if the H-1 is approved then she is no longer on H-4. She needs to work for the H-1 employer from the approval date.
