change of status from L1A to H1B after I140 approved

Hi, 
I was in USA on H1B from 2007 to 2009 and my extension got rejected. I returned to india and filed L1B on 2010 and converted to L1A on 2014. My visa is getting over by May 2017. In the mean time my perm got approved(applied on May 2013) and will get my I140 in next few weeks.

Now my question is, can i use this I140 approval to get out of cap H1 to change my status from L1A to H1B and hence get extension for my stay in US.

What is the total time H1 PLUS L1 PLUS L1A in terms of status here?

for H1 - 2 years(last used was 2009)

In india 15 months

L1B - 4 years (starting 2010)

L1A - 2014 May to till date
